In a large mixing bowl, fold together the cream cheese, sour cream, cheddar cheese, garlic powder, and onion powder.
Once the ingredients are all well incorporated, form the cheese ball into a cone shape.
Wrap the cheese cone in plastic wrap, and chill for 4 hours or over night.
Before serving, chop the parsley fine, and add a layer of parsley over the entire cheese ball.
Use your star cookie cutter to cut a star out of the bell pepper, and chop a few small pieces of bell pepper, as well.
Press the sliced almonds into the cheese ball to make a garland shape.
Then, decorate the cheese ball. Add the bell pepper star, some halved Roma tomatoes, and the bell pepper pieces.
Serve with crackers.
